The legal framework
Under the National Fertilizer Quality (Control) Act, 2019, every fertilizer product must be registered before it can be manufactured, imported, distributed or sold in Nigeria. Several agencies share responsibility:
- FMARD (Federal Ministry of Agriculture and Rural Development) — issues the Certificate of Registration and Sales Permit and oversees inspection and compliance.
- NAFDAC (National Agency for Food and Drug Administration and Control) — its Fertilizer Registration Regulations set the technical, quality and labelling requirements, and it issues import-permit guidance.
- SON (Standards Organisation of Nigeria) — ensures products meet national quality standards through conformity assessment.
- NAQS (Nigeria Agricultural Quarantine Service) — handles plant/animal-health quarantine and the permit of entry; agricultural consignments cannot enter without the required clearance.
How foreign suppliers usually work
A foreign manufacturer typically appoints a Nigerian local agent (via a power of attorney) or works with a CAC-registered local company, which holds the registration and import permits. As the exporter, we supply the technical and quality documents that registration and clearance require.
