Importing into the UAE
In the UAE, fertilizers and soil conditioners — whether imported or made locally — must be registered with the Ministry of Climate Change and Environment (MOCCAE) before they can be traded. Your UAE importer or distributor usually holds the licence and registers the product, while we, as the exporter, supply the supporting documents. Typical requirements include:
- Product registration with MOCCAE — a registration certificate (valid up to five years).
- An import permit — obtained before the consignment is shipped.
- A valid agricultural-activity licence held by the local importer.
- A certificate of analysis for the product.
- A manufacturer safety statement and a technical data sheet / MSDS.
- A product label in both Arabic and English.
- Products are split into ‘restricted’ and ‘unrestricted’ categories, which affects the permit route.
Saudi Arabia
In Saudi Arabia, fertilizer imports are overseen by the Ministry of Environment, Water and Agriculture (MEWA), with product standards and conformity requirements. Product registration and an import permit are generally required before shipment, along with analysis and safety documentation.
Qatar & Kuwait
Qatar and Kuwait follow the broad Gulf pattern: an import permit from the relevant agriculture or municipality authority, a phytosanitary certificate for agricultural goods, and supporting analysis and labelling. Specific forms and fees differ, so the local importer should confirm the current process with the national authority.
